Before the White Man entered Indian Territory, spears were used by the Indians for hunting - even fishing. The spears were inexpensive and easy to make. Most men had one.

Don't think the Native Americans wore a headdress to fish! This Hille Indian Tribal Chief has a 3 feather "hat". His spear has the bird figurine on it.
